INTERNAL SERVICES |

Administrative Division
Advise management on administrative policies;
Provide the Board with economical, efficient and effective services relating to personnel, records, supplies, equipment, office maintenance, security and custodial work;
Develop and administer personnel program including among others, selection and placement, training classification and pay, career and employee development, performance evaluation, employee relations and welfare as well as act on all matters concerning appointments, promotions, transfers, attendance, leave of absence and other personnel transactions;
Develop and maintain the records management program of the Board;
Provide and coordinate office maintenance, security and messengerial services for the Board;
Develop and implement the procurement and property management program for the Board;
Coordinate and maintain linkages with other DOLE offices, government agencies and other institutions relative to its areas of concern;
Prepare and submit reports required by other offices and agencies concerned;
Perform such other functions as may be provided by law.

Financial and Management Division
Advise management on financial and management policies;
Provide the Board with economical, efficient and effective services relating to budgetary, financial, management improvement and internal control matters;
Develop and implement management audit program towards increased efficiency, effectiveness and economy in operations, which includes, among others, organizations, methods, procedures, systems, prepare, update and integrate organization and manuals of operations;
Prepare and administer the budget, allocate resources to the different offices and regional branches of the Board in accordance with established criteria and monitor the utilization of funds in relation with their performance;
Maintain accounting records, books of accounts, prepare, analyze and submit financial reports and statement of operations in accordance with existing accounting and auditing rules;
Provide efficient and accurate disbursement services for the Board;
Prepare and submit reports required by other offices and agencies concerned;
Perform such other functions as may be provided by law.

Research and Information
Division

Advise management on research and
information policies;
-
Provide the Board with efficient,
effective and economical services relating to planning, programming, project
development and evaluation, management information system, research and
studies on the Board's programs, information and publication;
-
Undertake research and studies in all
areas of collective bargaining, conciliation, preventive mediation,
grievance handling, voluntary arbitration, labor-management cooperation
schemes and other voluntary modes of preventing and settling labor disputes,
in aid of policy formulation;

Publish and disseminate necessary
information and research studies to the public and/or agencies concerned;

Provide technical assistance in the
formulation of short and long-range and annual plans and programs for the
Board;

Develop and implement a management
information system for the Board;
-
Maintain a network of labor information
relevant to the Board's programs and activities;
-
Integrate the regular and annual reports
of the Board.

Perform such other functions as may be provided by law.
